The European Union’s Trade Policy towards MERCOSUR
نویسنده
چکیده
Interregional relations between the European Union and MERCOSUR reflect a general trend of governments and firms to institutionalise their relations not only within but also across regions. As the global liberalization process within the WTO has been stagnating in recent years, transregional strategies have become attractive as next-best strategies. Against this background, the following analysis focuses on the institutional development of EU-MERCOSUR relations and the driving forces behind this development from a European perspective. This, because shedding some light on the political economy of relations between two of the most ambitious integration mechanisms of the 1990s should deepen our understanding of the forces shaping the growing importance of transregional and interregional trade relations. Rather than trying to explain the course of EUMERCOSUR relations by one dominant hypothesis, I make an appeal for a multi-causal framework, highlighting three aspects of particular importance from a bottom up perspective. Firstly, one can observe that the interplay of economic interest groups has strongly influenced the course of interregional institutionalisation between the EU and MERCOSUR. ) Secondly, political actors have not acted as mere agents of private interest but also have followed their own political agendas. Thirdly, the European Union’s interregional trade strategy towards MERCOSUR has not been independent of the international context. European Fdi Strategies in Mercosur Countries European Fdi Strategies in Mercosur Countries
Mercosur countries have witnessed a boom of foreign direct investment (FDI) inflows since the early 1990s. However, regional integration, viewed in isolation, was not sufficient for the subregion to regain its attractiveness to FDI. FDI growth in individual Mercosur countries was closely related to reform efforts on the national level. The pattern of EU FDI in the subregion reveals some signific...

A dynamic general equilibrium model is constructed to analyze the effects of the Southern Common Market (MERCOSUR) on the member countries as well as on the U.S. economy. By taking into account dynamic adjustments, we find that while the effects of MERCOSUR on its member countries’ investment, consumer welfare and national product are positive, the respective effects on the U.S. economy are neg...

This paper examines price integration in the MERCOSUR countries of Argentina and Brazil after the creation of this regional economic agreement using a fractional cointegration analysis. The results suggest that Argentine wheat and corn prices are fully cointegrated with the corresponding world prices, whereas Brazilian wheat prices are not cointegrated with the world price. These results suppor...

A multiregion dynamic computable general equilibrium model is constructed to analyze effects of the Southern Common Market (MERCOSUR) on the member countries as well as third-party nonmember countries. The model is based on intertemporal optimization behaviors of consumers and firms with eight endogenously specified regions. By taking into account dynamic general equilibrium adjustments, we obs...
